The City of Oakland determined that nineteen of its fire stations
could have seismic vulnerabilities in the event of an earthquake. These
structures vary in configuration, construction materials, and age. The
City's performance goals were life safety and functionality of the
primary equipment. Secondary goals included minimization of damage to
the structures and the establishment of a program to minimize content
damage, especially where the damage to contents might affect the ability
to respond effectively in an emergency.
Fratessa Forbes Wong was retained to perform the reviews on all nineteen
stations and to provide a report that included a description of each
structure, the findings of the review including elements of seismic
vulnerability, a recommended retrofit scheme, budget costs, and elements
warranting further review.
